District Development Plan 2022-2023
The District Development Plan for Vaimauga 3 is designed to provide an overview of priorities for the District. These priorities are driven by careful data analysis and with the help of Village Fonos and group levels. They are developed to promote the achievement of the district mission, core values and goals, to help guide and facilitate the level of improvement plans and to drive continuous improvement.
The District Council have set out different Focus Areas that will be their main priority for development through this assistant from the Government. In this way, help can reach all families and individuals in need as we are still coping with the effects of the worldwide spread of COVID19.
Focus Areas, Goals and Action Plans
- Education Sector
The District Council have the urge to prioritize our young people to succeed in life. Our goal is enroll and retain our young generation in schools. Improve their effectiveness and efficiency of primary education, increase the opportunity for Special Needs Education (SNE) and uplift standard of education on all levels within the Vaimauga 3 District.
For our $1million Fund FY 2022-2023, we have helped 80% of students in the Tertiary Level complete their studies last year 2023. And is has been our greatest achievement through this program.
Health Sector
- Council set up programs to prevent the increase of Non-Communicable Diseases (NCD). Zumba exercise programs within villages, programs to increase access to safe water and improve sanitation and hygiene within schools. All these programs can lead to a healthier society and create a better environment for all families within the District. Using a portion of the 1m fund and help carry out all these programs.
- Agriculture & Fisheries Sector
With the portion of the fund allocated to this sector, it can help improve and implement plans for the agricultural standards within the District. We have lands and labor, but in short of financial capacity to develop their lands. With this government grant, we can help provide and supply materials for any sort of development to help cater for families. Not only these products can be used for family consumption but they can also sell to get money to cater for other family needs.
- Water Sector
Protect and preserve our springs within the district. Ensuring that all families have easy access to clean and safe water supplies. Especially with our families in areas where water hasn’t been installed, the council have prioritize their needs for water tanks. Even carry out repair to water supplies.
- Rural Roads
Help maintain clear access roads to all areas within the District. There’s a need to renew and expand our roads for public safety especially traveling from afar to Apia. Accessing these roads up in our District have been challenging to the public.
- Natural Resources Management
The sustainability of our Natural Resources have been a priority to our Council. It benefits us environmentally, socially and economically. It is very important for us to maintain and enhance the conserving of these resources as we are experiencing climate change that has led to changes in our environment. Protect the Manumea bird and reduce level of soil erosion. With the portion of the fund, we can create programs to educate and train our people to carry out these tasks for our District.
- Sports
Encourage sports participation. Seek Sport opportunities and support our people who are now participating in local and international level in all sports. As noticed, most of our athletes carrying our National Flag are residents from Vaimauga 3.
- Pulega ma Taitiga Lelei
Strengthening accountability and transparency. The District Council to uphold ethic manners in executing its decision. With the fund, we can allocate a portion to provide materials and resources for villages to carry out workshops and Village Fonos to inform and equip people with policing and regulations for decision making.
Cultural & Historical Sites
Robert Louis Stevenson Museum
This has been our main attraction within our District. People coming from all corners of Samoa and around the world either to visit the Museum or to hike the mountain to visit the grave of Robert Louis Stevenson. A famous palagi author who chose Samoa to be his home in the ancient days.
Fale ole Fe’e
It is a historical landmark that is located in Vaimauga 3 areas. It is believed that a shelter for this creature was built in ancient times by the Samoan people where they would also worship it.
